I'm having the same problem too..previously I was in 10.2,tried updating it to 10.3.2 through ota but ended up having the same problem..but somehow installed it through iTunes..and now stuck here..I think we have to wait for the official release of iOS 11 on September and download the ipsw and install it through iTunes if nothing works out
